## D3a-24: C01, decided order

C01 is a standing claim, placed in T4-011 ('Decided order') and the form-pass tier FP-08, in dimension D02. Its statement reads: 'Most rooms worked on their marks without deciding how they were organized: a decided element of order (a leader, a vote, an oath, a sanction, a division of the work) is coded in 46 of 705 rooms (F-006).' Its range runs from rooms that say they wing it to colour factions holding elections. No arrow touches it. G29 was written before any line was read, and its readings are written under it (above). All 777 lines, in 705 rooms, are ruled, and none is pending. Counts are from `_analysis/d3_group_close.py`, `d3_opkind.py`, `d3_field_entry_counts.py`, `d3_c01_sides.py`, `d3_pair_check.py` and `d3_reason_phrases.py`.

**Where C01 is shown.** Accepted instantiate lines show it in 76 rooms. In 62 more lines, all absent, the concepts show it, so the claim of absence was rejected; two rooms hold both. C01 is shown in 136 rooms in all (`d3_c01_sides.py`). By the reasons' wording, 119 of these rooms hold a decided element, and 21 hold a line naming the lower end (17 hold only the lower end). The helper counts 249 rooms, but it also takes restrict and add specifications, which mostly state conditions C01 never claimed. No absent line is `observed-absent` or `not-needed`, so no absent line is a specification of the majority clause. The 421 limits are rooms whose record, as read, shows neither side.

**The count against F-006.** The return shows a decided element in about 119 rooms, against the 46 coded at C3. The majority clause still holds: the other 586 rooms show no decided element in the return. F-006's count stands as a count of coded rooms. Its bound already says that votes and divisions of the work appear in rooms not placed on the theme. The difference is a fact to carry to the verdicts leg and to D3c's re-read. No ruling is revisited because of it.

**What the specifications show.** These are rough counts, by phrase in the reason:
- C01's minority clause is named 29 times, the lower end 15 and the majority clause 5;
- other statements named: P20 13 (the host's line, apart from order over the canvas work), K01 5 (mock ranks, bans and votes in play), P17 5 (a tie decided by vote stays P17's), A11 4 and P04 4 (templates and plans), F-006's bound 4, R01 3, P08 3, P02, P12 and P13 twice each, and P14, P15, A01 and P05 once each.

**Restrict lines: no correction.** 94 restrict lines are specifications. Most place the room in C01's minority with a decided element, or state a limit that C01 never claimed (obedience, binding every placer, an appointment, effective command). 14 are evidence limits: the record cannot show what unseen chats decided. 13 were rejected:
- they count as decided order what G29 does not: GranColombia-010 (a venue demanded), bindingofisaac-041 (a member's own part and an open call), catalunya-012 (one member's consensus norm), dbz-008 (a vote suggested), portugal-022 (a chat decision with no procedure);
- they deny what G29 counts: littlewitchacademia-014 (commanders and diplomats named), monstercat-011 (T3-125's own exemplar, 'Nope, just refresh and click'), russia-009 ('there is zero coordination at this stage', narrowed to one proposal);
- they rest on own parts, restraint or an allocation no concept shows: terraria-008, timbers-028, wildhockey-009, wine-012;
- it does not bear on C01: funhaus-052 (whether there is a Discord).

**Elaborations, 8, in two paired families** (counted by hand, since the family counter reads first reasons):
- **Decided order reaching only the members inside its venue or faction** (add-condition, 3 rooms): ainbowroad-010 (decisions do not reach the thread's repairers), rocketleague-012 ('less than 20 people ... organized ... rest of that were randoms') and thebluecorner-010 (the faction's order, not everyone placing blue). No standing statement holds where decided order reaches inside a room.
- **Where or how the room decides, contested or questioned** (add-step, 5 rooms): GreenCorner-013 (elections during an attack), germany-042 (a closed chat against the thread), romania-017 (a rule tying changes to Discord), fivenightsatfreddys-015 (the sub against its own Discord) and pathofexile-016 (the project leaders' own chat).

The 8 pairs name ruled C01 lines, and none is left without its partner.

**What the 107 rejects show.**
- **Instantiate, 28.** The concepts show neither side by G29:
  - self-assignment and members' own parts, 6: drawhelix-014, hentai-007, redpandas-011, smite-011, yogscast-012, fxKorea-011;
  - orders of work and plans, 5: calgaryflames-013, floridagators-008, portal-014, redvsblue-009, transformers-007;
  - proposals not taken up, or offered as questions, 4: onepunchman-015, homestuck-019, scotland-008, GrowTheTree-009;
  - calls and self-started work, 6: 4chan-014, CKCrusaders-007, DiamondClub-008, Dominican-014, egypt-015, TreePlace-006;
  - talk of the design, 3: Thegreatblackhole-011, swordartonline-008, morrowind-008;
  - other, 4: an official plan with no deciders (denmark-011), the scripts' keeper leading by acting (wallstreetbets-019), a split agreed with a neighbour (hoodr-008), and a designer's draft left for anyone (survivor-022).
- **Restrict, 13** (above). **Add-condition, 2:** dwarffortress-014 (chat decisions with no procedure) and ethereum-009 (a proposed plan). **Add-step, 2:** swordartonline-053 (a choice left to anyone) and vermont-013 (self-assignment).
- **Absent, 62.** The concepts show C01, so the claim of absence fails:
  - polls or votes opened or taken, 13: AMD-013, GuardiansOfDatBoi-010, chile-029, clubpenguin-027, czech-020, drugs-014, fireemblem-008, halo-032, harrypotter-013, patriots-013, radiohead-013, sheffield-033, taiwan-013;
  - a decision reached by agreement or consensus, 10: Homura-012, animalcrossing-011, armenia-040, enterthegungeon-014, germany-041, giantbomb-017, kilian-011, neopets-031, starbound-013, theexpanse-016;
  - named teams, shifts or splits of members, 8: AmericanFlaginPlace-018, buffalobills-017, eagles-012, forsen-013, heroesofthestorm-026, italy-011, orderofthebluecorner-008, rickandmorty-024;

  - handovers and assignments, 3: satania-011, suomi-027, texas-009;
  - the lower end, 11: PinkVomitMonster-033, ScottPilgrim-012, calvinandhobbes-010, cowchop-031, liquicity-007, rwby-013, slovenia-009, ss13-018, stardustcrusaders-010, thenetherlands-010, unitedkingdom-009.

**Absent lines.** The 421 limits are `not-testable` or `unobserved` lines whose concepts show calls, plans, templates, chats, reports, self-started work, credit for organizing, or decisions reported from unseen chats. A guard pattern listed 178 limits for a second look, and none moved after four more quotes.

**Particulars, 3.** hearthstone-015 (G6, 'spongebob'), maryland-009 (G6, 'maryland'), and turkey-012 (G4a: a vote moved to private messages to shield it from a rival's raid, met in no second room).

**No correction, so no §2 re-examination.** No restrict, add-condition or add-step line was accepted as a correction. C01 stands as served, no move was made, and F-006 is not re-examined.

**Repairs (G7).** Lines in repaired rooms were 0.853 accepted (422 lines), and in unrepaired rooms 0.865 (355 lines). No ruling rests on the difference.

**Carried to later groups.**
- **The count.** A decided element is shown in about 119 rooms, against the 46 coded (F-006). It goes to the verdicts leg and D3c's re-read.
- **The two families.** Decided order's reach goes beside A19's bound (coalitions cannot bind every placer). Contests over where the room decides go beside the chats item (T4-010).
